What are the most vital steps someone should take for this role?

Check out local programs, many offer free advice, mentorship with local entrepreneurs, research and self educate. Ignorance losses money.

I guarantee you there is a service, skill, product that you either currently possess or could refine/learn quickly that will offer SOME sort of business value to somebody.
Tutor at a local school in a subject you’re strong with; detail cars; power wash driveways; teach a musical instrument; buy/resell items you enjoy owning; open a lemonade stand on a running path; learn to wood work; etc;
The possibilities to offer somebody value in this world are endless.
Doing something small (but consistently) gives you the opportunity to test out and experiment with every aspect of entrepreneurship. Accounting, inventory, customer interactions, business decisions, advertising, areas of operation, policies, applicable laws, can all be applied to a one person couple-hundred-dollar-per-year business. This can prepare you for something bigger.

Have you ever thought about what industry you would like to start your business.
Below are my suggestions :
1. Think about your interest, your strength, etc. to identify the industry you would like to start your business
2. Analyze the industry, e.g. market competition status, entry barrier, any substitutes/alternatives, etc.
3. Take the relevant courses on the industry and management courses as well
4. Work in the industry some time to understand the business model and establish people network
5. Start the business online if possible

Congratulations on wanting to run your own business!
I think you should begin by thinking about what problem you want to solve. The bigger the problem you can solve, the more revenue you can make. If you aren't making money, then it is just a hobby - and that is ok if that is what you want. If you don't know how to discover a problem to solve, think about what makes you angry, what you believe can be improved in your environment, and what your skills are. There are tons of business opportunity but niching it down and connecting to something you are passionate about will help you!
Read books and watch videos about business owners in your area of interest.
Intern at a business you are interested in to learn how they operate.
Familiarize yourself with profit and loss.
Learn how to market effectively because this is vital in any industry ( tv, social media, ads, etc. )
Stay positive and don't give up.
