Rule number one is the simplest: learn music! And by that I mean scales, chords, and chord progressions. When you have those elements in your toolkit, Melody writing should be easier, but it doesn’t mean it’s always easy.
Oh, and you’ll never stop learning about music. The more you learn, the more you’ll master it.

Learn music scales - major, minor and modes
Learn chords - major and minor triads, 7ths, 9ths and more
Learn chord progressions - I - IV - V etc
Learn song structure - verse, chorus, bridge, coda, etc.
Never stop learning.
