Generally for acting you want to be in Los Angeles, California or New York City. UCLA (in Los Angeles) is a very good school and of course The Juilliard School in NY is very famous. There are few sites that rank schools based on major you can do some research on.

If you have a high school for the performing arts, you can look at trying to get in there.
Look at colleges near you - 2 and 4 year - that have theater departments.
Look into community theater near you that may have classes or workshops.
Look into private acting classes near you.
Look into summer drama camps, and summer theater programs or companies.
Practice yourself or with friends or family. Read a play. Pick a monologue and learn it and try it on friends or family.
Read books on acting.
Talk to any actors or acting teachers you know.
There are many opportunities to learn acting and many avenues for actors: stage - drama, musical theater, opera; screen - TV, film, online , animation (voice-over).
