Unfortunately, college and universities all have application processes with requirements specific to that institution. Some systems like the University of California system or California State system allow you to do one application and then rank the campuses in order of preference. However, as the application itself is expensive, it important to apply to places where you met the requirements, testing requirements and grade point average requirements. In general, only go to an accredited university. I believe you live in Oklahoma, as an in-state resident, you generally have a better chance of getting into your state college or university. With your essay and your application, colleges are looking for you to distinguish yourself from the crowd. Also keep in mind that two -year community colleges are a good option.
