Play lots of games. Start studying either art or programming. There are lots of tutorials online. There are free versions of programs available to practice at home.
For artists, download blender.org and start learning to create and texture 3d models. You' can search for lots of free tutorials.
For programmers, download Unity game engine from Unity3d.com. It is free to start until you start making enough money.
See what 3d modeling or game programming classes are available at a local community college.

Hello Braeden!
There's many ways to create a game.
Generally, the process for making games is:
1. Establish the mechanics. ▹The function of it all: how it will run. Then, checking to see if the game will run properly.
2. Build a story. ▹ Not all games need a story, but having a strong sense of world-building can make it more unique and fleshed out.
3. Create the graphics ▹ Production concept designs: usually art for characters, environments, props, etc.
When starting out, it's okay to take inspiration from games you enjoy!
Think about the types of genres (Action RPG | Platformer | Interactive Story | FPS) and types of games you enjoy (Zelda | Pokemon | Kingdom of Hearts | Minecraft).
Making a game by yourself can get difficult. There are people who have successfully done solo development: Toby Fox - Undertale | Eric Barone - Stardew Valley. However, solo dev. takes a extreme amount of discipline and time.
That's something to keep in mind. But again, not impossible :)
Now, if you wanted to work for a studio/company:
▹ A big studio means that a game designer will need to specialize in specific skills.
▹ A small studio means that a game designer will need to know a little bit of everything. Similar to how you'll need to know a little bit of everything, if you're making a game independently.
Overall -- It might help to consider:
▹ What it is you like about video games?
▹ What type of game do you want to make?
▹ What area do you want to focus on? (if you want to work for a company one day).

Some video game professionals suggest doing game jams to learn game development. Game jams are teams that meet up to make games! It's a fun way to learn teamwork and other skills.
I suggest joining Itch.io - the website that provides a large community to find support & work with other game creators!

I would echo Ed's answer and add that Unreal is really the bar as far as game engines go. I would start there.
