I believe most states in the U.S. require a technical "bench" test. Requirements may vary by state. The American Dental Association publishes a guide for foreign-trained dentists seeking to become licensed in the U.S.:

To be licensed in the United States, you must obtain a degree from a US accredited dental education program. Many US schools have an advanced standing program of some kind for international students. At the IU School of Dentistry there are specific requirements for entrance. The program consists of a semester of classes that assesses the candidates clinical abilities, followed by 4 semesters of clinical and didactic training alongside the 3rd and 4th-year dental students. Different US schools have different programs for international dentists and not all schools have a program. You will need to contact each school for a description of their program. The description for the IU program can be found at this website: https://www.dentistry.iu.edu/index.php?cID=1102
I routinely work with foreign trained dentists and they are nearly always amongst my favorite students. Good luck!
