Where and how do I start my small business?
I want to start a small business when I have the money too but I just don't know where I would start and I would like it to be selling home made jewelry.

I used to live in your city, which was once called the "Brass city of the world" because of the many brass companies there, In fact, Hamilton park had in it an artifact of that era. It was also the birthplace of quite a few watch and clock companies. Timex started there, I believe.
But getting back to your question, I would say that often, the best product or service to offer is one which you really enjoy, like jewelry. Also important is that this product or service is (or can be) desired by others. I started my small hobby-like business by making polyurethane shifter knobs for cars. I researched and learned all about designing/making silicone rubber molds and casting plastics while working for a small company. Its upper management challenged some of us to come up with a low-cost version of metal product components that were currently being sold.
You may want to (if you haven't, already) watch youtube videos of how others are making jewelry. Save up money for necessary tools. Sometimes hinting about them to your parents can result in getting some for your birthday.
I sell my products on Ebay and Etsy, but there are many other sites you can use.
