Without a car, you can always take the bus (Westmoreland Transit), ride a bike, find a job within doable walking distance or car pool. I am thinking that what you are asking is what types of jobs could you get without having a car so I will give you some advice.
My best guess would be to obtain remote employment. You can go to any number of employment websites which you first register at. Once you're registered, you can set your account for the types of jobs you are qualified for and set the account to e-mail you daily with jobs. I am not sure what types of jobs you have experience in, though. There are always a wide variety of jobs on Indeed's website. Set your account with all types of jobs and include the indication of "Remote" "Anywhere" .
If you are speaking about college right now, and financial aid still offers the Work Study Program, get a Work Study job and that will keep you on campus for classes as well as work. If you are speaking of the high school school year, and you already have a job, look into the bus system that serves Latrobe. If there is no direct or convenient route, consider looking for a different job with the guidelines I mentioned above. Do not quit a job that you already have until you find a different one. I see that as of today, The Coffee Bean coffee shop is hiring and Nesco Resource is hiring for data entry in your town. While taking a walk, make a note of which businesses are in walking distance and inquire about their application procedures.
It is definitely something that can be done, especially now with many remote jobs that show up in employment notices. It's challenging to be without a car, but you do have options.
Best wishes to you in all that you decide !

Are you eligible for work-study jobs on campus? If you are, look into finding a job that's on campus where you don't have to rely on transportation. Also, work-study jobs, though you may not get rich, will allow you to work reasonable hours that will work with your academic schedule.
I do, so I’ll look into those!

Look into work-study and remote jobs. Depending on where you attend college and what you major in, your professors and peers may also be able to recommend places to you. I know some daycares, churches, and other places based in the community have offered employment opportunities to students. I was one of those students who did not have a car, so my jobs were within walking distance of the school, or I could take the bus.
I hope all goes well in college!
