Hi Alayna:
Scholarship applications can start to be submitted during your Junior year and will continue throughout your Senior year in high school. It is best to ask your Academic Advisor/School Counselor on the timeline process as well. Scholarship applications will have specific deadlines and requirements to meet in order to be submitted for review and consideration.
You may want to start to compile your resume/portfolio since a majority of scholarship applications will require academic grade point average (GPA), academic accomplishments, school activities (clubs, sports, etc.), community involvement (volunteer, church, etc.), academic and personal recommendations, etc. There may be essay requirements on why you are a qualified candidate to receive the scholarship, what your future goals are academically and professionally and other questions centering around who you are, your beliefs, etc.

You can begin applying for scholarships at any time as long as scholarships are accepting applications. Scholarships may begin taking applications at various times throughout the year-- it depends on the scholarship. Take a look at the requirements for each. Some have a very brief window for applying and some may be more broad. If you come across scholarships that have not opened for applications yet, but you would like to apply for, I would recommend keeping a calendar of these application opening dates open so you don't miss them. Also, if you have already been admitted to a particular school, that institution may offer scholarships you can apply for as well. Take a look at those open and close dates, they should be stated explicitly.
If you are still in high school, check the requirements of the scholarships you find. Many allow high school juniors and seniors to apply.
In the meantime, if none of the scholarships you want to apply for are accepting applications yet, you may want to take some time to organize your resume/CV and/or reflect on personal experiences. Scholarship applications may ask you for some of this information, so it may be beneficial to map this info out and keep it easily accessible.
