When choosing a "best college" it's all very objective. I was a marketing major at Oregon State University. Although a great school for me, I ended up switching from marketing because the program focused more on the technical/numbers side of marketing when I was more interested in the creative side of marketing. Looking back, I would have done more research on a program where the marketing classes and focus were something I was interested in.
Another tip is choosing a college with a lot of alumni that work for a company you are interested in working for! This can help with future networking opportunities in the future as well.
Generally speaking though, any college that has marketing in their college of business or as a business major rather than being a liberal arts or other type of degree, having a business marketing major will set you up better for being a manager in the future.

A state-school with an accredited program AND an advertising team (there are advertising competition and they are super fun!)
Since you want to be a marketing manager, it would be important for you to go to school in an area that has several ad agencies, marketing firms, or corporate head quarters.
It's easier to get internship / job opportunities when you are local and some schools and alumni have a good reputation.

As others stated, you any school that has a marketing discipline would be beneficial but what I would look for specifically if the school helps with internship placements, networking opportunities, how involved in their alumni, etc. Getting the opportunity to build your network and get internship experience early on is going to be hugely beneficial to getting a marketing job after graduation. Ask questions about internship or job placement rates. I would also take a look at the marketing degree curriculum, is it more general marketing theory or are the specific classes (say on digital marketing, advertising strategy, etc.). To make yourself more marketable to companies, I would look for colleges that have more specific classes.

I also took some computer science classes during my college years. Some of them, such as learning Photoshop, HTML, and advanced Excel, were actually fun. However, programming didn't quite resonate with me.
For those aspiring for a management role in marketing, I would suggest a combination of foundational classes in computer science or technology (but don't worry if coding or programming doesn't appeal to you) in addition to journalism classes.
