Is a physical therapist pay grade based off your location or popularity/experience?

I wanted to know should I open my own clinic in my home state and stay home bound or should I move where more help is needed in my profession once I get to that state of progress.

The Bureau of Labor Statistics has good data for location and salary. Here is a link to the website https://www.bls.gov/oes/2017/may/oes291123.htm , i suggest researching it as well as the Cost of Living to find your answer.

It will also be up to your personal interest if you are more driven to make more money, or to make connections and grow in your hometown.

It depends. (This answer sucks, but it's very common in this field.)
In a general sense, the pay scale is like this, from low to high: school-based < inpatient < outpatient
