Make this a full time job for yourself. By the beginning of your junior year there should be some things in place. ACT for one. My girls took it several times to nudge up their scores.
Applications happen early junior year as well. They will be looking for an essay. In this essay, be sincere; think it through. If you can write it the summer between your sophomore and junior year, even better. They are trying to get a good 'picture' of who you are. The other thing is to show improvement in your classes over time as well as level of difficulty. They are also interested in seeing how you spend your free time. Is it used prudently?
