Absolutely! Most four-year universities in the US offer programs in Computer Science or Computer or Software Engineering. You'll definitely get plenty of programming experience in these courses! Moreover, there are numerous online programming courses available, some free and some at a minimal cost. Thank you for your question. I am glad to hear that you would like to become a programmer. There are many different types of programmers, e.g. web developer, apps developer, ERP developer, system developer, etc. Each may need to have different knowledge domain. I would suggest you to attend the computer science course in the college. You will learn the computing theories and programming techniques. Then, you can decide which type of programming you have interest.
Below are my suggestions :
1. Attend the information session hosts by computer science department of colleges. Speak to the professors and alumni if you can
2. Find the entry criteria of computer science courses. Work hard to meet the criteria.
3. Pick some simple programming language, e.g. python, scratch, etc.
4. Find out the syntax and structure of the language. There are plenty of resources online
5. Start doing some simple programming. Then, you can do some simple project, e.g. control robotic arm, toy car, etc.
6. You can then learn another programming language after familiar one
