Starting a business on a shoestring budget may seem daunting, but it's definitely achievable. First off, think about setting up a service-based business. This way, you can capitalize on your existing skills and knowledge without having to shell out a lot of money upfront. Alternatively, you could take advantage of online platforms and marketplaces. These allow you to peddle products without having to worry about maintaining a physical inventory. Make use of free or inexpensive marketing tactics like social media and word-of-mouth to get the word out about your business. You could also think about teaming up with others. This way, you can pool resources and keep costs down. Lastly, bootstrap your business. This means managing your expenses with a fine-tooth comb and plowing any profits back into the business to spur growth.

When my business closed due to Covid I threw together some supplies to get some side businesses going which anyone can do for around $50
Lawn care- You get get a small electric mower, weed whacker and hand tools on FB marketplace and start cutting lawns, picking weeds and raking leaves. Spring is always the busiest but you can still get plenty of business Aug-Nov. As you make more money upgrade your equipment. Offering to haul away debris is a great way to upcharge! I charge people $7/bag to dispose of debris and just pack them into my hatchback.
Auto detailing- You can get a basic auto detailing kit together from a dollar store- microfiber rags, soft bristle brush, LA’s totally awesome cleaner, a few other things and also grab a small used vacuum. As you make more money I would also get a BISSELL handheld spot cleaner and start offering seat cleaning.
Home/Office cleaning- Again basic supplies & vacuum
There are plenty of other low-cost-to-entry jobs out there just make sure you know a little bit about how to properly do them before tackling any big tasks (painting, carpet cleaning, parking lot striping, tree & shrub pruning, pool cleaning, pressure washing)

One of the best resources I know of for learning to start a business is this workbook (https://www.churchofjesuschrist.org/bc/content/ldsorg/topics/self-reliance/2017/14678_sgmb_book_eng.pdf?lang=eng).
