Power BI Desktop is a free application that you download and install on your local computer while Power BI service is a cloud-based service, or software as a service (SaaS) which would require a license and subscription to use. While both offer reports and visualizations, there's a difference in the data sources that can be used in both, as well as row level security management.

Once the reports and visualizations are built and refined, they can then be published to Power BI Service. Power BI Service is cloud-based where users can publish, share, and collaborate on reports and visualizations. In summary, Power BI Desktop should be used to create and design reports, and Power BI Service should be used to publish reports for collaboration and to be able to access reports online.

Power BI Service: Power BI Service, also known as Power BI Online or Power BI Cloud, is the cloud-based service provided by Microsoft. It allows you to publish, share, collaborate, and consume Power BI reports and dashboards. Power BI Service provides web-based access to your reports and allows you to interact with them, view real-time data, and create and share dashboards. It also offers additional features like data refresh scheduling, data alerts, collaboration capabilities, and sharing options. Power BI Service is designed for end-users to consume and collaborate on reports and dashboards created in Power BI Desktop.
