So let's just look at the degree question first. My personal belief is that a degree is fine if it's something you want to do, but likely of little help when it comes to giving you current skills. Consider the speed at which the tech industry works. Now ask yourself whether a university updates its curriculum every 6 months to remain current? They don't! So, the reality is that a lot of what you learn will be out of date or obsolete by the time you finish. Yes, it gives you a grounding in the fundamentals, but there are other ways to get that knowledge and skill.
In terms of cloud skills specifically. All the cloud providers offer classes and certification programmes. These may be direct via their own websites or via platforms such as Udemy or Coursera. There is a lot of free content out there as well as fee-based learning so look around before jumping on the first thing you find. I'd also have a think about the sort of things you might want to do as there are a lot of jobs in Cloud! Are you more interested in the design of cloud solutions (Cloud Architect)? Do you want to develop code to run on the cloud ( Cloud Developer)? Are you more interested in the support side of things (Cloud SRE)? Or the security side (Cloud Security expert)? I might suggest looking at a couple of the more foundational courses first and then specialising if that is what you want to do.
Finally, though each cloud has its specifics, remember that they all operate in pretty much the same way. If you have skills in one, then it is a lot easier to pick up skills in the next one. Some of the terminology will be different, but otherwise the basics are the same.
