As a music major, where should I go to college?
I plan to major in music. For my bachelor's degree, is it smarter to go to an in-state school to try to save some money, or is it worth it to try to get into the best conservatory I can? For context, if I go to an in-state school I would be considering the University of Kansas, Kansas State University, and Wichita State University.

I agree with your plans. You shall save a lot of time, expense and adjustment if you choose a college in Kansas.
Your first step in choosing among the University of Kansas, Kansas State University, and Wichita State University is to go to their websites and read about their Music Programs. The larger of the three is the University of Kansas as they offer varied programs with a larger choice of courses and they have the larger student body that major in Music.
Your next step after reading about all three colleges would be to register for an orientation to visit the colleges in person. This way you can be able to compare them visually and get a feel for each campus. For a preview of the colleges, go to You Tube and see if the colleges have a Channel so you can view videos of the college before going to an orientation. All three university's School of Music require auditions to be accepted into their Music Program.
It would also be good to ask each university's staff about the extent of opportunities to perform, both on campus and in the community. You most likely will be obtaining quite a lot of experience at any of these universities, but ask them about it. You'll want a college that offers lots of performance experience opportunity to their students, both on and off campus.
Focus on your Bachelors Degree and when you graduate, you will have the foresight as to what to do at that time. Some go on for a Masters Degree or move to one of the music hubs to begin their career like New York City or Los Angeles for the genre that you've mentioned in your tags. You will see what you want to do after graduation.
