Good question...the answer to this depends a lot on you to be honest. I used to be an Admission Recruiter for a large culinary university. I think you have to do what Daniela mentions above, decide on which specializations interest you...pastry/cakes, restaurant management, culinary arts, etc...then you have to decide where you want to go to school and how much you can afford, financial aid, loans, grants, etc. There are short programs at culinary schools that can take as little as 6 months to complete, all the way up to a 4 year degree in culinary arts.
I would suggest checking out as many schools as you can...check on their certifications, if they help you with finding a job after graduation, etc. One word of caution, culinary school can be very expensive so ask your parents to help you in deciding which school to apply and enroll in.

The answers you already have are great, but I'll chime in with two other creative ideas for you: (1) Update your question here to describe the type of food that you are interested in cooking so we can find chefs with that style to give you advice, or (2) do the same thing but in person near your home: find a restaurant you love that has the style of food you really aspire to create. Then go introduce yourself to that restaurant and ask if you can meet the kitchen staff. Do not got during a normal meal time (obviously they're exceptionally busy at that time). If you get to meet them (just to set expectations appropriately: I'd guess that if you do this three times, you'll get rejected twice and accepted once into the kitchen), mention the specific aspect of the food that you were especially impressed with and figure out who in the kitchen made that possible. Then ask them if they went to culinary school and if so which one.
