Steven, I have 25 years in law enforcement combined with security solutions with a few degrees that helped me in my career. In large police departments after some tenure and seniority officers have some options to choose from to work in another area of the department with one being drug enforcement. Many officers I have spoken with were drawn to this field after working the streets for a while and observing what drugs can do to undermine society. By extension, and with an officer being in a relative position to choose and do something; therein, lies the motive for most.

DEA is a part of the Law Enforcement Officials. Though there may be no specific motive but yeah a bunch of Police who are well known locally and want to clean up the area might find it as interesting.
