what is a good place to go to for art/animation, like what college or institute etc.

My best answer is go where i attended but for Illustration or Digital Media. Pennsylvania College of Art and Design is well known for their illustration program, some of the classes will lead you into an animation direction, you you can stick to still/flat work. I wanted to go in for illustration but my first year a teacher expressed they wanted to see me in Fine Art instead, it really depends on style and interest. They recently added Digital Media but Illustration takes you more into an animation direction. Hope you find somewhere that fits your needs.
