In California, there are lots of organizations that hire clinical counselors such as schools, non-profit organizations, hospitals, local government and all of these organizations has clients who need counseling services already so the clinician doesn't have to "drum" up their own clients. In fact, the most common setting where the clinician needs to find their own clients is probably going into private practice.
