If you don't yet know what major(s) you're interested in, decide which colleges to apply to by evaluating other factors like cost, location, and size. See if your school offers any college visits and/or see what you can find online.

The first step to take is to first search for school who have majors that you are interested in and see what the requirements. So by having a list you would want to narrow down your choices based on preference. Once you've done that, go to your school's guidance counselor and see if the school can offer you help like application waivers that could make the whole process cheaper for you. What I did when I was applying to colleges was talk to my Guidance counselor and with her help, as well as the school's help, I was to use the website "commonapp" to apply to multiple schools at once.

Find school who are teaching that thing and narrow down your choices.
