It depends on what you mean by "applying to college." The SAT/ACT exams are a key part of the application process, and that is usually taken your junior year (11th grade). The preparation for that could start as early as your freshmen or sophomore years, although most people start studying during the fall semester of their junior year, and then take it during the spring/summer of their junior year.

If you're referring to the application itself, I believe that the Common Application essay topics come out in January of your junior year, so you could technically start then. You are also always free to look at the previous year's essay questions (they're usually pretty similar) and brainstorm ideas or rough drafts even earlier if you'd like, or start on your "resume" (aka list of work/extracurricular experiences) that you'll need to provide for most applications. However, usually students work on their application essays and applications the summer after their junior year and the fall of their senior year.

So to answer your question, there is really no "too early" as you can always be working on something related to the application process.

Richard’s Answer

You usually apply to school during the year before you attend college. For example, if you wish to start your college in Fall 2023, you would begin applying in the 2022-2023 school year.

The exact deadline depends on the school. Many private universities have a deadline at New Year's. In this case that would be December 31, 2022. Public universities may have a deadline about the same time or a little later. Community colleges sometimes have an application time as late as the summer before you attend.
