Good advice above. Also, consider applying with other cities in your area, as well as state and county law enforcement.
When looking at a police officer's pay remember that pay will increase over time. The first few years will be the most difficult. But, you can often supplement your income by working overtime and extra jobs.
Good luck.

As stated above I would contact Oakland PD and/or check the police department web page.

Great question. Though I do not know the salary for police officer's in Oakland. The majority of police departments would start you out with and entry level salary while your in the police academy. After you graduate, you would receive a modest increase, then build from there. I am a federal police officer, meaning that our salary is set by the federal government. A federal police officer makes somewhat more than a State of local officer, only because your working in the federal government and the government does not have a city counsel to go to like a local department or the governor of a state. Most police department start a cadet in the low 30's to mid 40's for State and Local (depending on the local or state). The Feds (depending on the agency start at around mid 40's to upper 50's for a cadet).
I hope this answered your question
