This was definitely something I had to go out and find out as well. If building a resume, networking, or general work experience is the goal, don't eliminate the idea of volunteering at a non-profit or some other org. If a paycheck is the goal, just start small. Ice cream parlors were a fan favorite for my friends and me. Golf courses will hire younger kids to be caddies, wash carts, or work in the pro shop. Retail and food industry are a good place to start. Don't worry about your age and be confident!

I searched the internet for this, so you may want to double check on the most up-to-date information, but according in Wisconsin "Anyone under 16 must have a work permit for your place of employment to legally work there. Minimum age to work in a restaurant is 14. The only exception is for 12- and 13-year-olds working in their parents' or guardian's business."
