Since you’re already playing sports and are in tournaments, start with your coaches. Ask them for advice on how to become a scout and if they could introduce you to scouts they know. If they don’t know any scouts, but you recognize one at the tournaments, introduce yourself. Remember they may be working, so think of a good time to approach them. Be sure to ask a lot of questions, let them do most of the talking and listen carefully. People are usually more helpful when the see you are really interested. Try to learn as much as you can. Good luck and keep learning!

My recommendation is to take stat classes in college and volunteer with the basketball team in college. You’ll want to create an account on teamwork online as well as work in sports as those sites are the go to job sites in the sports industry. Even if not applying for the job at the time, it’s good practice to take a look at the requirements and what the job is looking for.
