Before applying to any jobs - I would recommend having a resume and LinkedIn profile! Think of it as having your credentials showcased physically and digitally.
When it comes to job applications - there are a ton of options including:

Another important site to mention is the actual company page! I've personally had more luck applying on the actual company website versus some of the other headhunters (third party that connects you to the job but don't work for the company itself). Also keep in mind that there can be times where job postings stay up on these sites, even after the position is filled due to the lister forgetting to take it down.

The best site is many sites - jobhunting is often a numbers game, and the more places you can find to locate relevant positions and make applications, the better chances you have.
It also depends on what sort of work, the level you're entering from, and the area you're looking in. The best sites for a PhD graduate in a technical field and willing to move around nationally might be different from the best sites for a school leaver looking for starter roles in HR, for example. For low skill entry level positions in a local area, it might even be that most openings are posted in shop windows and local notice boards rather than online job boards.
Since you've tagged engineering, many of the typical job boards are likely to be useful to you. I've tended to find the most on LinkedIn, but others such as Glassdoor, Reed, CVlibrary etc have all been useful as well - take a look at the sites listed in some of the other answerers' lists.

There are two distinct strategies to job hunting. One is the machine gun approach where you play the number game and attempt to complete as many application as possible. In contrast, the sniper method is configuring your profile for a specific job with the advantage of a referral. For the first, any job site is adequate. For the latter, I would recommend LinkedIn due to the ability to directly contact recruiters allowing you to establish a meaningful connection which helps you stand out within a pool of hundred and sometime thousands of applicants.
But it's important to recognise even going for highly tailored "sniper" applications, you're unlikely to be successful with any single application, and it's still a numbers game, especially when trying to enter the workplace with no experience. When I was starting as a fresh graduate trying to gain my first proper job in my field, it still took upwards of 50 applications, some of them very highly tailored.

If you have a certain company you are interested in, it is good to go on their websites career page to see what position they may have available! Before hunting, prepare a good trap! You'll find a lot of jobs out there (linkedin, indeed, dice) but the thing to do first to present yourself in the best light and stand out!
1. Have your LinkedIn profile tell a good story about you and keep it updated. Good stories tell about your skills and how you have leveraged them in the past to help your company out, which essentially boils down to saving the company time and/or money.
2. Have a base resume that you can tailor to a specific job post you're interested in. For example, I have systems engineering experience, devops experience, IAM experience. I have a base resume for each of those industries. I then will tailor each out to resonate with the job posting i'm interested in if I feel like it will be a good fit on my end.

In my experience , the best way is to sort the organizations that you'd want to be part of and look for open positions in their job portals. Make a list of the job Id's and reach out to the people who are already employees in those organizations. Could be connections in your Linkedin or a friend of a friend. Sometimes, you could politely send an email to people in those firms via their public email available in Linkedin -- to help you with a referral. People working within the firms can refer applicants via their internal job portal. It earns them a referral bonus(if the candidate gets selected) and so its a win-win for them too.

LinkedIn is another platform I like, though I tend to use it more for networking rather than directly applying for jobs. LinkedIn can be a valuable resource for identifying recruiters or current employees of companies you're interested in. There's a good possibility they might be open to a brief, 15-minute conversation about their work and their journey, providing you an opportunity to introduce yourself and express your interest. I would also highly recommend participating in university recruitment events.
