Gunashree, that's a very good question. I'm glad you think so much about our community. Some of the ideas that came to my mind are:
Use technology, and work / study from home
Attend distance learning classes using Skype etc.
Car pool
Why don't you brainstorm with your friends and share / promote your ideas through Twitter etc.

Strong public transport could be a solution. Big cities always have several forms of public transport such as metros, buses, and taxis. Rid sharing could help out too. Lastly, better infra structure would help also. The more efficiently roads flow traffic the less congestion that city would face.
