How can I succeed in getting an admission at btech courses at any good govt. Institutes?????

First of all, in the modern day and time, one has to be always a student. Things are changing fast. What you learnt last years, is probably outdated and something new has come, be in engineering, medicine, accounting, technology and even social media. It is good to see that you want to be a student always. I am learning even at 60 right now.
Being from India, I assume you are searching for colleges in India.
As you know Indian institutes have entrance exams, and ranking to allocate seats to various colleges. This is in addition to your grades in high school.

Keep your studies up, and get good grades. Use internet search for all these things:
1. Locate the region and colleges in the region you want to apply for.
2. Go to the respective college web sites and find out their admission criteria - grades, ranking, and application process.
3. Guage if you think you have decent chance of getting into the college based on your grades and entrance exam ranking.
4. Apply to these colleges using the application process.

I would strongly urge you to connect with a mentor, who has been through this experience.
Do you know if anyone who has completed this program? What grade are you in? Are you preparing to take the common exam to enter? Is there a teacher in school, who can assist you?
