Is it a right decision to apply to the USA for fall 2021 next year considering all that's been going on in US?

Deferring acceptance is always an option but you won't have that option without applying. Hopefully a vaccine will be available by then, but you can always evaluate the situation closer to Fall 2021 once you are accepted.

In present situation, all the countries are hit by this pandemic and hopefully, with the research going on by all the scientists and doctors we are not much far to have vaccine. Wherever you are interested to apply just go forward and apply, you can later decide upon going further as per selection.

My sister completed her complete master's program during the COVID timeframe with the University of Washington vs I completing it a couple of years ago with the University of Texas A&M. Sharing feedback based on both experiences.
Short answer: It is a good decision to come to the states during the pandemic too, even in the year 2021.
Reasons
1. No hiccup for learning, All classes were remote except the first day of her first semester. Examinations were take home mostly which is even better to prepare you for professional life.
2. The interactions were remote, so the remote tools were extensively used.
3. Cost-effective overall. Not required to stay close to the school, hence save money. No commute costs either.
4. Less competition for jobs as many students avoided coming in (especially for graduates of 2022, where the job market will be normal and fewer new/fresh grads to choose from.
The only thing missing was not being able to use the university resources and in-person networking.

Applying to American schools still is worth it if that's what you want. Experts say that a vaccine is likely by 2021, so the US will hopefully be able to return to normal by then. Even if that doesn't happen, you could still get in-person education at a lot of colleges as long as you follow the proper safety and social distancing procedures.

It is worth applying to US schools -At least get the admission in hand and then you can decide based on the situation. Hopefully by then we will have a vaccine.
