Good question, but first of all you need to decide in which field you would like to pursue your career and then you can select which college is best for that particular field.

Steps:
1) List down college / school.
2) Connect with the people who are already studying there and collect a feedback.
3) Prepare well for the entrance exam.

As mentioned in the previous answer, it is really important to decide on a couple of majors you are interested in studying. Different universities/colleges have different strengths. If you are interested in rankings, below is a good website, which gives general information about different institutions. However, it is also important to apply to the places that would be a good fit for you i.e. a place which would help you excel and advance in your future career and at the same time a place you would enjoy attending.

Once you identify the fields that are of interest to you, you can narrow down the universities/colleges that you would like to apply. If it is possible, it would be very helpful to contact current students and/or alumni to learn more about those places.

With regards to the application process, in the US, you will be directly submitting applications to the colleges/universities, so you would need to convince admissions office that you are the right candidate to attend that institution. If you have a couple of potential majors in your mind, you can focus on extracurricular activities and electives related to those fields. Of course, having good grades and high scores on your SAT will definitely increase your chances to get into the college/university of your interest.

Generally, you'll need better grades to get into better schools. You can volunteer and join groups to improve your application quality, but I wouldn't recommend joining groups that you have zero interest in. It's not a big enough of a boost that it's worth the hours you put into it if you don't actually get anything meaningful out of it. At that point, you might as well do a hobby you actually like on the weekends and list that as your extracurricular activity instead.
