Okay, so the way I'm reading the law, you don't have to get a certificate or degree to become a welder, but when you apply to work, you will be given a "test" to see your welding skills. If you can't pass the test, they will not hire you. You can get "on the job" training, which will take as long as you need to learn the skills, or you can go to a college program, which takes two years. An apprenticeship requires 8,000 hours (4 years). At which point you'll be VERY good at welding.
This company looks like they have a really good program! Might be worth it to look into trying to get accepted after high school (or try to graduate early and apply).

(search for Welder Apprentice)
They will pay for your education, and help you get certified in welding.
I did a google search of welding companies in Chesapeake- which you could also do, and just call around to see if anyone is hiring right now, and if any of them have apprenticeship opportunities.
