Hi Sean, it's not easy, as you know! I had an internship when I was 15 and I suggest looking at government internships, who often have specific programs for high school students. My first internship was for NYC's Parks and Recreation Marketing department. I applied through a Parks and Recreation high school program. I also know of people who worked at libraries, and other parts of the government.
Another approach is to reach out to companies you are interested in and ask for advice or ask if they know anyone who could benefit from a hard working, smart high school student for the summer. Sometimes smaller companies are more able to accept younger students for internships, so it's worth looking locally.
Lastly, sometimes an internship is as good as you make it - a "good internship" is sometimes hard to find, even if you're in college. Try to be open to opportunities and get that experience first.

Internships are kind of like jobs, so it could be tough to get one if you have not reached the legal working age for you state.
The best strategy to get an internship is to talk to people you know. See if they can help you find one. You can also identify companies that you really like in your area and contact their HR department. Send them a really enthusiastic email and they are likely to respond.
Good luck.
