Full disclosure: I am not an engineer, but I admired your question because it speaks to your desire for a job that is meaningful. Also, no one else has given any answers, so I'll give my two cents: Pick an aspect of environment and focus. For example, water quality. Read on the subject in your non-school time, find ways to volunteer for clean water organizations, meet people and ask about their work, seek internships. Also, think about supplementing your environmental learning with courses in environmental or municipal law.
