https://www.thebalancecareers.com/navy-enlisted-promotion-chart-4056452 list the minimum requirements for enlisted personal and it looks like initially you could get promoted every 6-12 months but then it takes 3 years to move up.

Keep in mind that are best case requirements and not everyone moves up that fast or even gets promoted.
