To expand upon the previous answer: In Michigan, you will need to apply for a business license if you expect to make a profit off your sales. If you are just looking for a way to share your craft and don't expect to "make money," then it can be considered a hobby and you will not need a license.
Once COVID eases up, you can also look into participating in open air farmer's markets around your city. You can gauge interest in your crafts that way before setting up an Etsy shop.

It is great that there are some young entrepreneurs willing to take a chance on their ideas. To start, I would suggest an easy start up process to see how your product moves. You can open an instagram profile to display your jewellery and communicate directly with your customers. Its easy, doesn't cost anything and word of mouth will be free marketing. A lot of my friends have started small businesses just on instagram.
