Create a LinkedIn profile. It’s how I found career village, it’s also how I’m currently looking for work. You can apply for jobs from the LinkedIn website, learn about the company, etc. Once you get a job and get to know people in industry in your town, finding jobs gets a lot easier.

What sort of welding do you want to do? There are car mechanics who have to weld;, people who work in agriculture/farming/ranching are constantly repairing and creating things, such as holders for hay bales, tractor implements, etc; people in plumbing have to weld; lots of welding jobs in the oil and gas industry, some out on the rigs in the gulf of Mexico; and jobs for welders in the military, including underwater welders in the Navy. And that's just a few.
On Indeed.com, put "welder" in the "what" box, and leave the "Where" box empty. You will see 8300 job postings. Spend some time looking at them, and you will become familiar with the various titles used on the postings: Helper/Apprentice/Journeyman . . . Trailer/Fabricator/MIG etc. and then just start googling the terms. There's a lot to learn just about terminology. As to learning, you never stop learning, never stop developing your skills!
