Is this a good idea? Transferring from Oregon state university to cal State Monterey bay
I am an undergrad at Oregon state university majoring in computer science. After finishing 90 quarter credits or 60-semester credits, I want to transfer to Cal State Monterey Bay for the last two years. I am planning for the online program. Is this a good idea?

I don't think anyone can answer that but you. Why do you think you want to transfer? What are the benefits of going to Cal State vs. Oregon? Some factors to consider are:
location
tuition cost
living costs
potential contacts made
classes offered
class size
student life
Not all these apply if you are going 100% virtual, but there are others:
are you a good "virtual" student - time management, distractions, etc?
does OS offer a virtual program? if so, why is CalState's better?
I would say ultimately, there is no definitive right or wrong answer. whatever works best for YOU is YOUR "right" answer.

Transfers are awkward at best. Your credits may or may not transfer at their present value, and the degree requirements at your new school will certainly be different, which will likely put you a bit behind.
Oregon State offers a remote learning program as well (I have a friend attending it at the moment). I'd strongly suggest you consider that among your options.
Also, as a software engineer who has been involved in hiring, you're not helping your degree name recognition with this move. That's not really all that important. But, Oregon State is a well-respected school for CS.
Most of the compelling reasons to transfer don't really apply to remote learning programs, as they have to do with where you physically live. This seems like a strange choice to make.

Like the other answer said, the decision isn't an objective one but entirely what you think works best for you. You didn't include why you were thinking of transferring, but a common reason is to transfer to a school with a "more valuable" degree / accreditation so I thought I would address that in case that affects your decision. Oregon State is fine school and Cal State's name most likely won't carry any more weight than Oregon's in job searching.
Don't worry too much about what school you go to, focus on what you enjoy and make a decision based on what's practical for you. I would compare and contrast the two programs by all of the factors the other commenter mentioned, don't focus too much on the programs themselves. They're likely to be highly similar.
