There are no licensing requirements in OH to become a bartender but you have to be 21.
In my opinion, the key to getting a job is experience and 'personality'. You can get experience by finding a barback job which is basically cleaning and fetching stuff similar to a busboy. From there, you just need to learn the bar operation and how to make drinks.
The harder part for some people maybe the 'personality' part. Bars may want very personable and outgoing bartenders that engage customers to encourage them to spend more $s and come back frequently.
Owning and operating a bar has many requirements like liquor and business licenses etc. Some key requirements are @ https://clients.ohiosbdc.ohio.gov/DocumentMaster.aspx?doc=2633 and https://pos.toasttab.com/blog/on-the-line/how-to-open-a-bar

If you want to be a bartender, the first step is to work in a restaurant to get into the industry. And then google a bartending school in your area and take the class. it took about 6 weeks once or twice a week.
