Hi Adrian, thank you for your question. It is a very wide question though so let me try and narrow it down a bit. Hopefully some basic tips would help you to have bill paying under control.
1. Always make sure that you have your bills paid before the due date, preferably keep them all stashed in 1 place (if they are paper bills) and re-visit your basket frequently to make sure you have no unpaid bills
2. If you have a habit of paying your bills online and you happen to have a debit or credit card you can set up auto-pay to make sure that every bill is paid on time and in full
3. If you are asking on how to save enough money to be able to pay all your bills - then I would advise to start a personal monthly budget and account for all the "outflows" like bills, subtract it form your monthly income and only spend what you have left, preserving the amounts needed to cover your bills
4. If you are having trouble with a specific bill - maybe a technical issue or the amount doesn't look right you can always call a help line that is listed on the bill (or call a customer service line that you can Google) and ask for help
Thank you and good luck to you!

Great answers to your question above! I would add that I like to schedule "meetings" with myself twice monthly to go through my budget, my bills, etc. to make sure I haven't missed any bills and to make sure I have enough money in my accounts to cover any bills that are upcoming for the month.
