How can you turn a live action person into animation?

I think if you search "motion capture" in Google or YouTube you might find the answer. They put some bright dots on the live action person's face and body to record their motions, then transfer that to a computer animation.

If you want a more 2D solution to this you could try rotoscoping animation. It's where you draw over live-action footage to create a 2D animation. The main catch is that rotoscoping can feel like it lacks the appeal that 2D animation usually has where you would normally only use live-action footage as a guideline to ensure your motion stays convincing.
