There are many ways to cut game design. You can be a part of a game development team and do any number of things. You could be a concept artist (level and character designer), a modeler (someone who rigs and builds the 3D models of the concepts), an animator (someone who figures out how to make these models move), a sound designer, a musician, a game / product designer (someone who maps out the concept and user experience of the game), or an engineer (someone who codes the game together). There are also plenty of project / product management opportunities as well, if you're super skilled at organization and scheduling rather than coding or art.

The game industry as a whole is just like any other where multiple disciplines work hand in hand.
If you are interested specifically in game design, there are certificates and courses offered by colleges in this particular subject.
For game design as an overall umbrella, you can probably pick a particular area you are interested in and it would be applicable to the game industry. I started off in Systems Design Engineering and doing software, then found my way into the game industry (I work at EA now). Some of my co-workers are artists and work as technical artists in different areas of the game. If you're interested in UI, there are plenty of courses on Interface Design and Cognitive Ergonomics.
If you want to be like Toby Fox and make a one-man game, just mess around a bit with Unity and read up on UI principles/standards. Courses are great and all, but sometimes you just need to dive in and get a feel for it.
