This is a great question! Many volunteer fire departments offer a cadet/jr. firefighter program. Many allow you to come with no experience, but a passion and will vote you on. Many departments will pay for you to go to classes that provide the certifications you will need. As far as going on runs, some will allow but you are observing only, others will only allow you to go to training nights.
Go to your local Fire department
Ask the Chief if they have a program
Show your interest and ask to join
Once you Join give your all
Learn from the senior guys

In addition to the first answer, I would add that as soon as you can learn to drive and get a license, that will help later on. Keep a safe record because you will eventually need to take an EVOC (Emergency Vehicle Operator Course) to drive an engine once you get past the Junior level. These are steps towards a firefighting career. Also, you can look into First Aid and CPR courses until such time that you find a program. Your school counselor should be able to direct you to local resources.
