Some international students come to the US on a university-funded, so-called "Presidential Scholarship.". In most cases, however, US schools accept students with proof of secured monetary funds to cover their 4 years of study. I invite you to consider private vs public/state-run/funded institutions. Oftentimes, state-funded institutions will have less room for international students than private schools.

I would do extensive research on this and possible consult an immigration lawyer that specializes in this. My understanding is that international students have to be able to fully support themselves to obtain a visa. So financial aid requests may undermine that position and impact visa approval.
