Looks like more HVAC related degree program are at community colleges like https://www.minnesota.edu/programs-and-degrees/heating-ventilation-air-conditioning-and-refrigeration and https://www.dctc.edu/academics/programs-majors/construction-manufacturing/hvac-refrigeration-technology/

I'm sure there are also trade schools that may be faster but also may cost more. I'd start by contacting HAVAC contractors in the city you plan to work in to ask what kind of training they look for when they hire new technicians.
