Salary for Law Enforcement can range for very low to inexplicably high based on a significant range of factors.
Small county sheriffs and town police tend to be very low.
Affluent communities, larger counties and medium sized cities are in the middle
Unique Deparments (railroad, school/university, larger counties/Cities are above that.
1. You will need to think about such factors as why does the agency has such bad retention rates.
2. You have other factors such as take home vehicles, amounts of leave, tuition assistance, uniforms, healthcare and ot rates.
3. LE is a young persons game. Most LE agencies have special retirements. Very important to research this pay aspect.
I don’t recommend chasing an agency based on salary. I recommend talking to officers of the department and figuring out how retention is. Sounds counterintuitive, but life can be miserable when working for an agency in turmoil.

Kaelan,
Typically police officers' mean salaries are posted on the local or state government website since it is a public position. I would suggest looking up whatever area you are looking to work in and finding their most recent salary. For example, in Washington DC the MPD starting salary is $ $60,199 per year with a $20k signing bonus right now.
