Who should I send my resume or my cover letter to?
I want to know who would be the best or good person I should send my resume or cover letter to when looking for a good job somewhere around my location.

Hi Alexander! I hope you are good! Thanks! Alexander, I hope you know at least the company you are sending your files to. If this is the case, the first thing to do is to go there and ask for the responsible of the human ressources or the person in charge of recruitment. Very often these people are the right people to decide if there should be recruitment or no. They are, therefore, the best persons to whom your CV or your resume can be sent.

I suggest looking up the company you are interested website. Most employers post job opening there and will have contact information listed.
In general, I would not suggest sending a resume blindly - but you can address to the hiring manager or human resources.
I also recommend setting up an account where jobs are listed, they will advise who your resume and cover letter should be addressed to.

Apply to jobs via Indeed or LinkedIn as most companies that have openings post their open roles. They will have a link for you to send your cover letter/resume.
If you want to be more direct and intentional then look into what companies are in your area that you would be interested to work for. Then try to look up (via Google or LinkedIn) the Head of specific functional ex. If you want a Marketing role try to find the Chief Marketing Officer.
Try to connect with as many contacts to widen your reach and knowledge.
