I just did a search on the internet and there are Diving Schools in Texas. I would contact them and see if you can visit and spend some time at the school or at a minimum get some information from them. The course is around 7 months.
Otherwise as Kim stated, the Navy may be a good place to star, but that is a 4 year commitment.

Oscar,
I would encourage you to consider the US Navy, for both the training and the experience. If you don't want to make it a career, I imagine companies like salvage recovery and the oil wells in the Gulf would be happy to have you after you finish your service commitment.
