I used a combination of the following to support myself when setting up my own projects and then doing work for others.
Online education via YouTube is a free way of understanding the steps you need to take when embarking of decorating a space. From the amount of paint you need, how to measure the space, the preparation work that is the required. The tools you need and how do get a good even colour on the walls. Then how to paint the woodwork well.
If you like reading you can also pick up books on the subject.
Interior design magazines are useful.
If you want to study the subject then look at local education establishments that run practical course in home improvements or construction to see what is avaible.
Once you understand the process, the key is practice. Ask family and friends or local charities if you can support with decorating any of their space.

You can become a home decorator without taking college classes, but I would still recommend you take some!
If you don't want to study interior design at a community college it will take you longer to learn the skills needed and find clients. Its best to get some job experience working for someone else before forging out on your own.
Community colleges that offer an associates degree (about 2 years full time to complete) usually also offer one or more certificate programs. These do not take as long to complete and will train you for a specialty like Kitchen & Bath, Green Design or Computer-Aided Design (CAD). With a certificate and/or an associates degree you will be more likely to be hired by an established designer. Then you can see how they do things. You will learn when to offer a free consultation, how to charge for your time and materials, where to look for sources like furniture, flooring and lighting and which tradespeople to use for things like installation.
The difference between an interior decorator and interior designer is education. Get some education so that you are more prepared to compete for jobs.
