Is "Folklore" a degree?
Is it a real degree I can get? or is it like "I'm an English major with a focus in folklore?"

Yes, it actually is a major, found under certain English and literature departments.
The problem (as you have already deduced), is that it normally is not a "Stand Alone" degree, and is combined with other degree subjects or concentrations.
As I recall the University of Indiana has a Folklore program, under their degree offerings. The University of Oregon is another that has a strong Folklore program.
So, Yes there are colleges that offer a Folklore program or concentration under their majors.

Yes, definitely. It would be helpful to be more specific like studying Navajo folklore, or Irish faery lore, or Tolkien studies, etc.
